As part of LEAP's effort towards ensuring that more youth are equipped with leadership and life skills, LEAP Africa introduced its Leadership, Ethics and Civics (LEC) Programme for secondary school students in August, 2008. The programme was launched with the support of Nokia and the International Youth Foundation.

The LEC Programme trains secondary school teachers to deliver LEAP's leadership curriculum in secondary schools across Nigeria. Working in select public schools in Anambra, Edo, Lagos, Ogun and Taraba States, LEAP equips students with the skills and tools that they require to serve as change agents in the society. An important component of the programme is the implementation of social change projects that would positively impact local communities by the students.

The programme, which is a scaled up and redesigned version of the LEAP's Youth Leadership Programme, specifically targets public secondary school students who have limited access to training programmes such as LEC. In addition, the programme is focused on SS1 students because students in this grade level have the right mixture of maturity and impressionability. They are old enough to understand the challenges placed before them as young adults in a developing country and can be easily inspired and motivated to be change agents. In addition, instilling these skills and values in them at a young age will provide them with ample time and opportunities to work towards the change they want to see in Nigeria.

Through the support of the TY Danjuma Foundation, the programme was extended to Edo and Taraba States in 2010 and implemented with the support of the State Ministries of Education in Anambra, Edo, Lagos, Ogun and Taraba States.

To date, the programme is has reached 12600 students, who have implemented 462 change projects that have positively impacted 118,000 lives.
